Bob,  

    I’ve had luck with two methods to shrink the size of a picture file.  One is to open the picture with an editing program, select SAVE AS and usually in that process there is an advanced or properties option that will allow you to change the format and quality of the picture.  The other option, and easier, is to use Microsoft Outlook to send the e-mail  You can insert a picture in the e-mail and Outlook seems to automatically convert it to a reasonable e-mail size.  I’ve heard AOL has a similar setup.
