IIRC, the factory said that the rudder was fairly stiff and they weren't too worried about flutter. So they didn't prescribe a formula or a "balance beam" approach, as they did with the ailerons and elevators. They just said to put a certain amount of weight in the front. Dace Kirk built a rudder for his Glasair III that has a large bottom section that protrudes below the fuselage. He used to be the owner of Phoenix Composites. If you can contact him, perhaps he can tell you how he "balanced" his rudder.
